부천문화원은 부천지역의 전통 민속의 보존과 전승, 지역축제 및 문화강좌 등을 통하여 지역문화의 발전을 위한 곳으로 사라져가는 옛 생활의 풍습 등을 기록하고 보존하고 있다. 따라서 문화원에서는 석천농기고두마리 축제, 성년례 재연, 먼마루도당우물제, 윗소사산신제, 고강동유제천의례 행사를 매해 열고 있다. 이외에도 한옥 숙박 체험을 운영하며 전통문화 체험이 가능하고 전통혼례식도 올릴 수 있다. 문화교실에서는 복사골합창, 우리춤, 가양주 빚기, 가야금, 해금, 풍물놀이 등의 문화강좌 프로그램을 운영한다.
