시흥시에서 2011년 1월 18일에 일곱 번째로 개관한 시립 공공도서관이다. 구 신천동주민센터 건물을 리모델링하여 설립하였다.민관 협력 모델로 운영되며, 시흥시 중앙도서관이 운영비와 시설 관리를 담당하고, 시민 자원활동가 모임인 '도서관 희망씨'가 도서관 운영과 독서 진흥 프로그램을 수행하고 있다.
