이 건물은 일본 오사카에 본점을 둔 제58은행의 인천지점으로, 일제강점기 조선에서의 금융 활동을 위해 설립되었다. 이후 여러 은행들과 합병되어 야스다은행으로 이름이 바뀌었다. 광복 이후에는 조흥은행 인천지점으로 사용되었으나, 1958년 조흥은행이 새로운 건물을 지어 이전하면서 이 건물은 대한적십자사 경기도지사로 활용되었다. 현재는 인천 중구 요식업조합 사무실로 사용되고 있다. 건물은 2층 규모로, 드물게 볼 수 있는 발코니와 지붕창이 특징이다. 특히 2중 경사로 된 지붕 구조는 프랑스식 분위기를 자아내며, 전반적으로 르네상스 양식을 따르는 독특한 외관을 지니고 있다. 이러한 건축적 가치 덕분에 근대 건축유산으로서 보존 가치가 높다.
